Meet the
Planner behind LUA Consulting
JORDAN COGBURN
Owner, Land Use Consultant
Jordan graduated from the University of Oregon with a Bachelor of Science in Planning, Public Policy and Management and has been a Land Use Planner in the southern Willamette Valley for over a decade.

He began his career in his home town of Cottage Grove, Oregon, working and gaining experience as a Planning Technician in the Community Development Department.
Later, Jordan became the sole Planner for the City of Junction City and oversaw all current and long-range planning activities during a period of extensive growth. While working for Junction City, he reviewed all land use applications and oversaw updates to the city’s Land Use Code. He served as Staff Lead for the Planning and Building Department, Enterprise Zone Program, Community Development Committee, Design Committee, Revolving Loan Fund Committee, Transportation System Plan Committee, Planning Commission, and City Council, and oversaw the adoption and implementation of the 2016 Transportation System Plan; expansion of the Planning and Building Department services; and, the creation of an internship & volunteer program.

During his time in Junction City, he also worked as a limited duration contract Associate Planner for the City of Eugene, reviewing and processing a variety of current land use applications and inquiries.

After leaving Junction City, he created and oversaw a contract municipal planning program for the cities of Junction City, Harrisburg, and Monroe, while working as a Project Manager at Branch Engineering, Inc. There he gained invaluable experience as a crossover to civil engineering and land surveying, establishing a deep appreciation and rich understanding of the private sector application submittal process across multiple jurisdictions and agencies.

In 2020, Jordan joined a Eugene-based architecture firm to build on his private sector knowledge, honing a sharp set of architectural drafting and development submittal skills, while building lasting and authentic relationships with agency partners and clients. While at Eric Hall Architects, Inc., he oversaw the residential, commercial and industrial land use submittal activities and continued to expand the contract planning program services, including a repeal and replacement of the City of Elkton's Land Use and Development Ordinance.
In 2022, Jordan rejoined the City of Eugene's Community Development team as a Land Use Analyst, managing a variety of current planning projects and permit submittals. There he witnessed an ongoing and urgent need to assist owners and developers successfully navigate the regulatory process. As such...
In 2023, Land Use Advantage (LUA) Consulting was born. LUA Consulting provides a diverse range of services including land use permitting, project management, contract municipal planning, owner representation, and zoning and land use analysis.
